
Over a seven year period beginning in 1997 Urban Partners’ principal Paul Keller and Keller CMS master planned and entitled a 700 acre parcel along the Santa Clara River in Oxnard for a mixed-use community of approximately 2,800 residential units and up to 2.4 million square feet of commercial space. The project was managed through a joint venture with Plaza Development. Equity funding was provided by Oaktree Capital Management.
The planning and entitlement process involved a complex land assembly process, restructuring of a failed Community Facilities District (Mello Roos) bond issue and extensive entitlement and environmental negotiations, all of which were successfully completed in 2002.
Retail and single-family portions of the community were sold to developers in 2004. Urban Partners and its joint venture investors will develop 860 apartment and condominium homes on remaining portions of the site.

Urban Partners worked with Gruen Associates to master plan and assess the feasibility of a new 35 acre campus for the Los Angeles Community College District in South Gate, California.
The project contemplated phased development of new instructional and support facilities and a ground lease of expansion land for revenue-producing private retail development.
Planning work began in September 2004 and was completed one year later. The project was cancelled due to environment issues associated with an adjoining property.
